Lol no. Have people ever done drugs in a library? Sure. They e also done them at churches, and schools, and town centers, and pretty much everywhere.

Are all of those places now drug ridden sex dens? Lol no. But Fox clearly has an agenda to get rid of free places that educate and assist people. They could do the same article and just say “public schools” so that conservatives clutch their pearls and buy into charter or religious private schools.
