Depends how you define temperature.

Something at absolute zero would have zero heat.

If you define temperature as heat then it wouldn’t have heat or temperature.

Kind of similar to trying to measure nothing with a ruler. It says 0. There is no length, but is 0mm still a “measurement”?

I would say it is a lack of temperature
