No, Game Pass Ultimate cloud gaming for Xbox games is on an “Xbox” (I’m sure MS has some custom servers with blades of Xbox-like servers). PC games, yes, they are doing something similar but it’s not quite the same as GFN.
GFN allowed you (not sure nowadays) to just login to your steam account on a RemoteFX Remote Desktop and play games via their client. This setup is what the tool is replicating. RDP allows some crazy tweaks in the registry to let you get really good performance out of supported hardware and (I assume) is what is going on here.
Edit: this is Linux based it seems so probably just doing something similar as the MS RDP implementation.

Yeah, 2.1 doesn’t have center either (it’s the real reason dialogue is quiet and background is loud. 5.1 expects SL-L-C-R-SR and sub (the .1) C plays the “dialogue” track normally.
I’ll take it a step further and recommend K-Lite Codec Pack, it lets you set up MPC-HC with that and the option to enable center boost for 5.1 audio on 2.0 setups

If you have a matrix server, then yes the mautrix-imessage bridge has a docker container. Beeper itself you can’t really self host as it’s their matrix server you live on (I haven’t checked out the beeper-selfhosted git yet).
I’m pretty sure the playbook is just docker under the hood on a service user instead of your normal user. There’s a way to run the playbook with docker as well (memory is fuzzy on that).
