As someone who lives in Ohio, I can sadly say that despite several attempts and filing complaints, doordash has refused to deliver me a single cat, and has since suspended my account.
Th ACA screwed me over pretty badly. Granted my situation wasn’t the target of the act (I had non-employer private insurance, and the price more than tripled due to ACA requirements).

Im not exactly sure the mechanics of it, but when a new number is activated (or a number changes carriers, etc) it pings some database that spammers have access to, and know that that number is live. Ive had it happen every time ive hanged carriers or set up a phone for someone. Dies down to normal levels in a couple months.
