Moved to Alpine 3.21, which also brings PHP 8.4. I have also moved the setup HA sensors code to be after collecting all the data, this will help tidy up sensors that dont have any data.

This release also has some code updates to move when the HA MQTT sensors are created, this should help cut down the number of Unavailable sensors
