why is inconveniencing one person (admittedly on a worse level) worse than inconveniencing everyone that uses the sidewalk (so smaller level, but wider scale)?

If there aren’t penelties to being an ass, why would these people ever stop? Clearly this person hasn’t learned how to park correctly and not fuck other people over, so until they do they should have consequences. Doing nothing just let’s them know they can keep doing this without consequences.
Damaging the car may cost the owner a significant sum to repair. The car blocking the sidewalk is definitely shitty, but mostly amounts to a minor inconvenience.
Maybe just deflate the tires or leave a strongly worded letter on the windshield instead.
